I'm going to be using this image:
Be sure it's a faded looking picture
Copy and Paste this image as a new layer (Ctrl+L)
or go to Layers >>> New Raster Layer and flood fill (F) it with the color #070756
Set it to Soft Light at 100% Opacity
Copy and Paste this image as a new layer (Ctrl+L)
or go to Layers >>> New Raster Layer and flood fill (F) it with the color #888EF3
Set it to Soft Light at 36% Opacity
Duplicate your background layer (Layers >>> Duplicate). Then click and drag it to the top of the layer bar. It should be above the two colors.
Set it to Hard Light at 100% Opacity
